Hi right now this option is not available to activate or deactivate the cart button in header but you can request an update in theme which can take upto 2 weeks to 1 month and we will release a new update with this feature. If you want quick implementation then you can request a custom quote or custom job thanks.

In Eyecare WordPress theme for optometrists we have 3 types of headers. We have now updated the Eye Care WordPress theme which includes latest template integrations of WooCommerce.
We have included Cart button which opens a modal on click with cart items details. This button is included in all 3 headers you can check demo here https://www.webfulcreations.com/themes/eyecare/
The thumbnails issue in single product page is also fixed and working aright.
I suggest you please download latest update of theme from themeforest and update your theme You can check this video to know how you can update your WordPress theme manually via FTP
